1.Small Communities Planning Assistance Program (SCPAP)

Richard C. Sutter & Associates, Inc. has been involved in the Small Communities Planning Assistance Program (SCPAP) since its inception. The grant provides communities who qualify to receive 100% funding for community development plans of all types.  Over the years, the firm has secured funding approval a successfully completed numerous SCPAP projects. These projects involved completion of Comprehensive Plans; Zoning Ordinances; Subdivision and Land Development Ordinances; Wellhead Protection and Groundwater Protection Ordinances and a variety of Community Development and Revitalization projects.

 

The following chart lists successful SCPAP grant applications and SCPAP projects undertaken by the firm of RCS&A over the last several years. We have been involved in this program since its inception in the early 1980's.

2.   State Planning Assistance Program/ Shared Municipal Services

Likewise, our firm has been involved in the SPAG, the newer Shared Municipal Services, and the Communities of Opportunity programs since their inceptions. These programs provide matching funds for community development related planning projects and implementation. Over the years we have completed over 25 plans under this program writing the application and managing the grant money for well over 20 of the projects. See the table for details.

3.  CDBG and Other Grant Experience of the Firms

The firm of RCS&A has a wide range of experience in grantsmanship and grant management, including expertise with the CDBG Program. This experience began with the preparation and successful funding of the City of Altoona's first CDBG Entitlement Program resulting in a successful grant award of $1.25 million. Since then, the firm has submitted more than twenty-eight (28) CDBG applications including applications for Antis Township, Frankstown Township, Logan Township, Hollidaysburg Borough, and Tyrone Borough, Blair County; Bedford Township, Bedford County; Huntingdon Borough, Huntingdon County; Blair County; Bedford County; and Huntingdon County. The firm is currently administering the FFY 1994, 1995 and 1996 and 1997 CDBG programs for Logan Township, Blair County.
