Comprehensive Community Planning

Sutter in a land use planning sessionComprehensive community planning is at the heart of the services provided by RCS&A. The philosophy behind our plans, the extent of the research behind them, the technical skills involved in their production, and the concrete improvements that they bring to their communities (as determined by our clients) are tremendous sources of pride to the firm and its associates.

Our experiences in creating comprehensive plans at the county, regional and municipal levels are both extensive and varied. Since RCS&A's inception in 1974, we have completed fiver county plans including Bedford, Clearfield, Somerset, Huntingdon (Phase I), Wyoming and Crawford Counties. We have completed five multi-county plans including State Heritage Park Plans, focusing on the Lincoln Highway and Allegheny Ridge corridors and for the Southern Alleghenies Planning and Development Commission (SAPDC). Also, for the SAPDC, we have completed transportation, economic development and industrial site plans, and important comprehensive planning elements. At the multi-municipal level we have completed multi-municipal comprehensive plans for :  McConnellsburg Region, Confluence Region, Apollo Region, a Comprehensive Plan for densely populated Millcreek Township, Erie County, and a thirteen (13) municipality Act 537 Plan for the Raystown Lake Region in Huntingdon County. At the municipal levels we have completed over 60 Comprehensive Plans including eleven (11) local level regional plans.
